I propose to rename the buttons
- Submit paper --> AskForReview
- Submissions --> RequestsForReview
The reason is that the general usage of the words submit/submission is that an author submits a document (see http://en.wikipedia.org/wiki/Electronic_submission ), while on PO anyone can provide a link to a paper by anyone else, and the paper itself never appears on PO and may even behind a (non-PO) paywall. Hence a paper is never submitted in any meaningful sense.
What is 'submitted' is not a paper but just 'a request for putting a reference to a paper into the reviews database'.
Worse, new visitors will not understand what the button means. When they click on 'Submit paper' out of curiosity, they still don't understand what the purpose of entering the requested information should be.
