The current right to information in the user rights reads:

Right to Information

If public information has been deleted from public view, users wishing to retrive the information may contact PhysicsOverflow from the "Send feedback" form linked to from the left of the footer. The PhysicsOverflow Administrators will try their best to obtain the information and send it privately to the user. There is however no guarantee that the information will be accessible to the administrators at all. 

This is a good start, but weak. I propose to strengthen it to reflect that any content that should rightfully be public and available to all, but not so for whatever reason (to prevent a thread from getting too long, or to prevent distractingly loud and rude moderator discussions from being seen, etc.) will be made available to the user.

Right to Information

If public information has been deleted from public view, users wishing to retrive the information may contact PhysicsOverflow from the "Send feedback" form linked to from the left of the footer. The PhysicsOverflow Administrators will try their best to obtain the information and send it privately to the user. There is however no guarantee that the information will be accessible to the administrators at all. 

Content on the site that is not publicly visible to all, such as community moderation threads, election threads, and so on, will be made public to users without access to them. Note that the right to privacy and anonymity overrules this, which means that information that are only accessible to mmoderators, administrators, or the system developer (such as private messages, user IPs, user emails, voter identities, flagger identities, and so on) are not going to come under the purview of this right.

While the content of private moderator discussions are still kept private, because moderators are users too, and protected by the right to privacy and anonymity, outcomes of moderator decisions, or plans by moderators come under the purview of this right, because they affect the site and its community. Which means to say - a user can ask "I've been seeing referrals to my website from the URL http://physicsoverflow.org/message/<moderatorname>. What's going on? Is this a plot against me?"
