  Can we please remove the "Too many votes/comments/answers/questions received" functions?

I always wanted to post this. I have often found the site telling me things like 

Too many votes received, try again later

and the same for comments and answers. I assume the same holds for questions. This is extremely annoying, and basically discourages people from voting or participating in general. 

I think that these functions are found in qa-event-limits.php; if so, this file should just be blanked out, or at least these specific functions removed or overwritten. 

Really, this was one thing that we voted as "Things on SE that should not be continued on the new site" on the blog.

These things can be set from the Admin panel in the lower part of the Spam menu, I have now increased the relevant values...
