In many places , I find the claim that the cosmological constant problem might imply that the low energy physics can feedback into the fundamental lagrangian. This is called the UV/IR connection. I never understood what does this mean.What is the meaning of this statement ?

I saw this in many places. For example , Polchinski's review on the cosmological constant problem https://arxiv.org/pdf/hep-th/0603249.pdf Page 14
Indeed, he writes page 14 after a "some form of" : "the cosmological constant can only be measured at long distances or late times, yet this must act back on the Lagrangian determined at short distance or early times". The possibility of a (some form of) feedback action is obvious since it is the supposed same continuous phenomenon, observable only today and at large scales. He sees possible 4d IR/UV dualities constructive clues ( for QG ) while the ( some form of ) 4d feedback action is not well defined at this point. Remarkable investigation...
