  Should negative reputation carry over to not being allowed to comment on Meta?

As I understand things, users don't get reputation from Meta answers and questions.

So should a negative rep influence whether or not one can comment on Meta?

Meta is for political discussions of this stuff, like whether people should be allowed to speak elsewhere, so there should be no rep limit on any activity in meta (excluding spamming, plagiarism, etc, which are excluded regardless of rep limit).

I think posing questions and answers anyywhere, and commenting in one's own discussions should require no reputation threshold, and be allowed anonymously.

Commenting elsewhere should require a reputation of +0 in the main section, and a reputation of +1 on meta, and should not be possible anonymously. Otherwise the discussion is open (in principle) to people that only do politics and no physics.

Up- or downvoting should require everywhere a reputation of +1, since it requires a minimum of good judgment.

In other parts of the internet, it is exactly what is problematic, that people who dont belong to the community and have not contributed anything at all, can overrun, bias, and dominated important discussions about decisions that should be exclusively the business of the local community ...
