What are the rules for nominating a moderator?

• What's the mimimum reputation required for a nominee?
• How many nominations can a user make?

As for reputation, this can be found in the moderator manual linked from in the sidebar. The point is that the user should at least already have 500 rep permissions before moving onto moderator, and also satisfy the right to technocratic and democratic administration formulated in the user rights.Regarding number of nominations, the point of nominations is to have a list of candidates whom anyone wants to see acting as moderator, so you can nominate as many as you want.

Note that the reputation requirement is not a rule for nominating a candidate, but rather a rule for transfering a nominee to the voting phase.

Users with a rep <500 can't read the moderator's manual, which seems unfair since they can't check if they're being moderated fairly. Everyone should be able to see it.

I don't think it's a good idea allowing people to nominate how many users they want. It should be limited to say 3 to prevent some joker polluting the nomination page with as many random users as possible.
