In the pre-inflation version of the Big Bang theory, very high relative velocities are part of the hypothesis on the very early state of the Universe. In the inflation theory, this is a consequence of the inflationnary accelerated expansion phase (which in particular involves some analogue of the "dark energy", where by "dark energy" I mean the cause of the recent accelerated expansion of the Universe).
