What do you think about Carver Mead's Collective Electrodynamics?

Carver Mead, was a great inventor/electrical engineer/applied physicist. He has discussed a new approach to electrodynamics which he calls Collective Electrodynamics. I want to get your opinions on this. Is he way off the wall on this one or does he actually have a novel approach to the subject?
