Where to post "what do you think of..." ?

Where to post questions like "what do you think of this arXiv paper?" or similar, which don't fit a precise Q/A format? "Chat" or "Submit paper"?

I think a freestyle Forum section would be good. Or is "Chat" for that?

I would post it as a submission, as below a submission too the comments can be used to provide smaller usefull remarks about he paper that do not need to be worth a whole (or even a partial) review.
