Do numerical aperture of an optical fibre only depends on refractive indices of its core and cladding?

Numerical aperture is calculated by using formula $sqrt{n_1^2 -n_2^2}$, even the other result of numerical aperture =$n_0 sin(theta_a)$=$sqrt{n_1^2-n_2^2}$, so is numerical aperture independent of medium it is placed in i. e medium from which light is coming from.
