In Einstein–Cartan–Sciama–Kibble theory, instead of a singularity black holes creates a wormhole to a new universe. In this theory, how does the fundamental constants of the daugther universe relate to that of the parent?

If it is perturbed slightly, then our universe is likely to be optimized for black hole production as Lee Smolins CNS theory proposes. To what degree has this been verified?
