This is a follow up of this feature request about importing ArXiv papers.

Should me make the submission creation plugin accessible to high-rep (500/1000/????) users too?

The Reviews section has since a few days become nicely busy, and allowing more people to import papers of interest would unburden the administrators a bit...

Yes, we should, and the reputation required should be 1, at least for papers from the arXiv. Since ultimately every arXiv paper is to be imported anyway there need not be an upvoting system for arXiv contributions. 

In fact, we should do more.

Indeed, I find myself regularly writing requests for importing arXiv papers that are referenced in discussions.

It would be very desirable to automatize this so that references to arXiv papers in contributions elsewhere automatically lead to the creation of a page for refereeing it (if it does not yet exist). The link in the original contribution could then go to the review page rather than directly to the arXiv page, and there should be a link back from the review page to every contribution (including comments) that link to it. While this may be some work to implement it would be very useful. (At present such cross-references have to be created by hand, which is a chore, so I do it only very selectively, and therefore find myself frequently searching the pages for references I have seen but not noted.)

I like the advanced feature request (should it not be posted separately as an answert to the beta-reature request thread?) too, but if would probably need some time to be developped.

So maybe we could, as an intermediate step, make the submit plugin more widely accessible? Setting the requirements for accessing it to 1 rep, will probably need us to have an eye on what gets imported, to avoid that the Reviews section gets filled with crap and close inappropriate submissions if needed ...

I hope we can begin work on the indexing system in tandem, perhaps threading the papers by topic already. It is already useful with only a few dozen papers.

I don't agree we should open it up to anyone with 1 rep. It would result in a lot of declinable papers being imported.
