  What does "[DECLINED:ODP violation]" mean?

I see a lot of submission requests with this tag, but I can't find any information about what it means. It would be helpful if the criteria for submissions was more clear.

As described in the flow-chart at the end of the entry about the Reviews Section of the FAQ, the tag means that the paper is not accepted for open community review on PhysicsOverflow.

This happens for example for papers that contain claims that contradict established or mainstream knowledge that are neither mathematically nor experimentally appropriately motivated or justified ...

The Declined part is clear, but what does ODP mean?
